    but Boy Meets World (and Step by Step) had staircases that led to the kitchen.

    Happy Days had stairs in the living room.
    That 70's show had stairs in the living room.
    Charles in Charge had stairs in the living room to both the upstairs and the basement. There was a door for the stairs to the basement.
    King of Queens had stairs in both the kitchen and living room.
    Mama's Family had stairs in both the kitchen and living room.
    Sanford and Son had stairs in the living room.

    Its odd - this occurrence is hardly a mystery to anyone (except possibly the doltish Diablo):

    - Beginning in the late 60's the standard split-level suburban home was the most prominent property sold in the swelling suburbs, appearing during a long home-building boom. These models were designed around a central staircase, and these stairs would bottom in a large foyer if designed with the stairs facing front, or into the living/family room. They were marketed to families with more than one child. (I - and most suburban-grown Gen X'ers grew up in similar home-models).

    All of the above sitcoms - indeed, most of them - have more than one child in the family.

    But that's not even why the staircase is always prominent - and never bottoms at the front door/foyer, but in a living/family room: It's just to break up the monotony of a 3-camera sitcom, which, without stairs, would only have a "stage left" and "stage right" enter/exit. That proved to be too "stage-like" and boring. 3 entry/exit points varies the action very subtly, but it proved to make a huge difference.
