10. Jocasta Nu
There are many characters in "Star Wars" who do small acts of pure evil that end up having big consequences. One of those characters is Jocasta Nu.
She could have helped Obi-Wan Kenobi as the Chief Librarian of the Archives but her apathy helped kickstart the Clone Wars and eventually the fall of the Republic instead.
9. Cad Bane
As cool and badass as this cowboy-inspired bounty hunter is, Cad Bane is also a cold, evil bastard known for doing one thing extremely well — kidnapping children.
From "The Clone Wars" to "The Bad Batch," Bane was hired to kidnap Force-sensitive kids so Darth Sidious (and later Royce Hemlock) could horrific experiments on them.
8. Jar Jar Binks
Clumsy and gullible Jar Jar Binks is personally responsible for the rise of the Empire by suggesting the Supreme Chancellor be given absolute power.
This power is what Palpatine used to deploy a Grand Army of the Republic, start the Clone Wars, change the constitution, declare himself Emperor, and basically ruin everything.
7. Pong Krell
"The Clone Wars" introduced many new villains, but arguably none as cruel, ruthless, and evil as Pong Krell, a notorious general known for getting results.
A character who initially seems like nothing more than a harsh commander takes a dark turn when he purposely devises disastrous battle plans to decimate his own battalions.
6. Syril Karn
Syril is like no other "Star Wars" villain we've ever seen — a bootlicking bureaucrat in the service of advancing his career.
All he wants is validation from the Empire. He is just an opportunist, a loser willing to sell out his soul, his friends, and his mother if it means his bosses praise him.
