A Huge Star Trek: Voyager Cameo Was Cut From Picard Season 3

While Season 3 of “Star Trek: Picard” features cameos and references aplenty, one character’s reappearance was cut from the series: Admiral Janeway, captain of the U.S.S. Voyager.
Showrunner Terry Matalas explained that budget and scheduling conflicts both prevented “Picard” from being able to secure Kate Mulgrew, who plays Janeway.
Matalas wanted Janeway to be present for Seven of Nine’s promotion since she served under Janeway for so many years, but the scene simply wasn’t in the budget.
In addition to scrapping the Janeway appearance, Matalas also had to get rid of a scene in which Soji speaks to Data, who is technically her father.
Matalas stated of these scrapped plans, “They're all in the first script, and then your line producer says, ‘Are you out of your f***in' mind? You can't afford these things.’”
