In a response to "Hung Lo" and the fourth item mentioned. He actually does make the suit, though there isn't much shown for the creation of the body and helmet. The scene you're thinking of, is after he's made the suit, and after he's taken it flying. The computer tells him that he should change the plating so it won't freeze at high altitudes. Then since it would be plated entirely in gold-titanium alloy, he decided to add hot-rod red paint to balance it out. He tells the computer to change the plating and paint it, to which it responds it will be done in five hours. So actually there was quite a bit on the construction of the suit.
