It wasn't a huge set. No actors, no trailers, hardly any trucks compared to what you usually see. When I asked what they were doing they said they were just shooting a car chase. It wasn't a whole scene. The pictures above make it look like there was a lot more activity than there really was. Reshoots are usually only done if there is a serious problem, i.e. change of actor or ruined film negative. But if they got into post and the editor/producers said, there is not enough to tell the story or you need more coverage, those are pick-ups. Course they could be reshooting entire scenes, but if they're not, first person it makes look bad is the director. Also, 're-shoots' cost a lot more money than pick ups :) For a feature, sure, if you’re missing a lot of footage.
