About the graphics, think about this. It was orginially a play. On stage, you can't do too realistic graphics, and I think Tim Burton was trying to keep some of the play-esque themes in the movie. Also, I don't think he meant for the blood to be so presentive of blood as representive of emotion. It's so red and the rest of the film is so drabby that it really stands out. I think it was an artistic decision rather than a 'let's make it look as real as possible' decision. He wanted to express the emotion Todd felt while he was kiling the people, and he probably saw that blood pretty damn red too. It was a big deal for him, and if you notice, entirely too much blood comes out of Judge Turpin's (Alan Rickman's) neck when Todd kills him, so yeah, I think it was an artistic decision.
